Hunan Accelerates Opening and Sharing of Scientific Research Facilities and Instruments
On December 31, 2025, a policy interpretation press conference for the "Administrative Measures for Opening and Sharing Major Scientific Research Infrastructure and Large-scale Scientific Research Instruments in Hunan Province" (hereinafter referred to as the "Measures") was held in Changsha, Hunan Province.
Major scientific research infrastructure and large-scale instruments are complex scientific research systems used for exploring the unknown world, discovering natural laws, and achieving technological transformation. They form the technical foundation for breakthroughs in scientific frontiers and addressing major scientific and technological issues in economic and social development. In recent years, Hunan Province has coordinated efforts to advance the opening and sharing of major scientific research infrastructure and large-scale instruments, establishing the Provincial Scientific Research Facilities and Instruments Sharing Service Platform and essentially building a management service system covering various research facilities and instruments across the province.
Currently, the Hunan Provincial Sharing Platform hosts 708 management units; 1,096 national, provincial, and other types of sci-tech innovation platforms; and 9,158 sets of registered research facilities and instruments with a total value exceeding 100 billion yuan. Among these, 6,703 sets valued at over 80 billion yuan were constructed or procured with fiscal funds, while 2,455 sets of scientific research instruments valued at over 20 billion yuan were procured with social funds. The province has promoted the construction of online service platforms by nearly a hundred management units, including Central South University, providing real-time online services.
To strengthen incentives and guidance and enhance the enthusiasm for open sharing, the "Measures" stipulate that the post-subsidy ratio for service revenue from open sharing for management units has been increased from a maximum of 10% to 20%. The subsidy ratio for enterprises using scientific research instruments and equipment has been raised from 30% to 50%, with particular emphasis on increasing the subsidy ratio for college students' start-up companies and entrepreneurial teams (individuals) from 30% to 85%.
Optimizing the service system for efficient user engagement, the "Measures" specify further improvements to the provincial sharing platform, including developing features like online booking, gradually achieving refined management of scientific research instruments and equipment, enhancing the intelligent level of open sharing services, promoting precise matching between supply and demand, and improving service efficiency.
Moving forward, the Hunan Province Department of Science and Technology will earnestly promote the deep integration of technological innovation and industrial innovation. In collaboration with departments such as Finance, Education, Human Resources and Social Security, and Development and Reform, the focus will be on "policy support, business guidance, publicity, and implementation supervision" to solidly advance the implementation of the "Measures". This will drive the open sharing of scientific research facilities and instruments, provide stronger scientific research support for enterprise innovation and college student entrepreneurship, and collectively promote the high-quality development of the province's scientific and technological innovation endeavors.
